Under the command of the second generation leader of the Kawatani group, Himuro (Yasukaze Motomiya), the largest organization in Nagoya, the problem of the Shigemitsu-ikka's heir is resolved. However, a coalition of 12 anti-Kyowakai organizations, led by Hiroshima gangsters Genbukai, was formed as the West Japan Mutsumikai.
