Ceuta is likely to face another wave of refugees this spring, as the city is Africa's springboard to Europe. At the same time, the people in the Spanish exclave are struggling with poverty, inflation, poor education, racism, and crime. Some women are no longer willing to accept this and are taking their fate and that of the city into their own hands.
